ITANAGAR, Mar 07: The All Arunachal Pradesh Public Transport Federation (AAPPTF) on Monday submitted a memorandum to Chief Minister Kalikho Pul demanding proper implementation of Mukhya Mantri Seema Vikas Yojna (MMSVY) in the state.
The federation in its memorandum stated that as the MMSVY has been introduced in the state with a view to generate employment for educated youths of the rural areas by providing subsidy for purchase of vehicles for certain routes but the mode of selection of the beneficiaries was a big lacunae in the scheme.
“As provided under the scheme, the beneficiaries of the respective districts are to be selected done by a Board chaired by the DC concerned as Chairman and comprising of local MLA & local administrative office i.e. ADC/SDO/CO/DTO. It is apparent from the past that the selected beneficiaries are mostly the kiths and kin of influential people, who in connivance with the Board get their relatives chosen. By doing so, the genuine beneficiaries of the scheme are overlooked and the scheme does not reach the intended persons, who hail from economically weaker section of the society,” the AAPPTF wrote in its letter.
Alleging that the selection procedure of the previous scheme has been continued in today’s date as well which is against the very objective of the scheme, AAPPTF opined that the constitution of the Board should be changed and the new Board should not comprise of any political figure. “Instead of the Board selecting beneficiaries which amounts to pick and choose, it should be rather done on the basis of a draw and after selection and before delivery of the vehicle to the beneficiary, the name of the scheme should be painted on the body of the vehicle as in done in Assam rather than putting sticker which can be easily removed,” the letter further read.

Review ongoing infrastructure project of Arunachal

On Friday last Prime Minister Narendra Modi reviewed the progress of key infrastructure sectors including power, coal, housing, ports, and Digital India. As per the report PM was informed that the progress of electrification of villages is proceeding at a rapid pace.  Out of the approximately 18,500 un-electrified villages, about 6000 have already been electrified. The progress in distribution of LED bulbs across the country was also reviewed. Such kind of review meeting gives a fare idea to PM about progress of work initiated by the central government.

Prime Minister should take note of the slow progress of infrastructure project in the state of Arunachal Pradesh. Most of these projects are being funded under PM package announced by former Prime Minister Manmohan Singh during his visit to state in the year 2008. Especially the slow progress of 1,559 km Trans Arunachal highway is matter of deep concern for everyone. The highway extends from Tawang in the western part of the state to Kanubari in the east. Though project was announced in 2008 it has made very slow progress. Other infrastructure projects like green field airport, assembly and secretariat buildings are also progressing in snail pace. Central government should interfere and push for early completion of these projects.

Prejudices against women need to be wiped out

Dear Editor,

On International Women's Day, all of us, irrespective of our gender, should zero in on foeticide and infanticide of girl children for our own survival. Many girls are being killed either in the womb (foeticide) or in the cradle (infanticide) in our country that reduces the number of female to 940 against 1000 male (2011 census). Can we find out the number of murdered girls?

Women outnumber men in North America, South America, Europe, Australia and many countries in Asia. For every thousand male, there are 1026 female in the USA; 1031 in Brazil; 1037 in the UK, 1038 in Germany, 1056 in France; 1011 in Australia; 1054 in Japan, 1003 in Indonesia and 1032 in Sri Lanka. It is the same story even in our state, Kerala (1084) and union territory, Puducherry (1038). So, we see that India's sex ratio would have been at least 1000 : 1000 if girls are not getting killed at the dawn of their life. As experts say, "In India, sex ratio is skewed in favour of males and has continued to rise and expand in various forms". Thus, sixty girls (1000 - 940) have gone missing for every 1940 (940 + 1000) Indians. If we divide our country's total population of 1,21,01,93,422 (as per 2011 census) by 1,940 then we will get a quotient of 6,23,811. Now, by multiplying this figure with sixty, we can get the approximate figure of dead little girls which is staggering 3,74,28,660!

This reminds us the second stanza of the famous Pete Seegar song, "Where have all the young girls gone, long time passing? Where have all the young girls gone, long time ago?"  Yes, we can say that more than three and half crore little girls have "gone to graveyards, everyone". Surprisingly, this anti-Vietnam War protest song, "Where have all the flowers gone, long time passing?" , is very relevant in the context of female foeticide and infanticide. The flower can symbolically represent a girl child. But the comparison stops there. While 3 million people (mostly male) were killed in Vietnam, here approximately 37 million girl children were nipped in the bud.

Child sex ratio (0-6 years) in our country portrays a more alarming picture. It has come down from 945 female for thousand male children in 1991 to 927 in 2001 and slipped further downward to 914 in 2011 census. This ratio clearly indicates what is in store for us in near future. If some drastic measures are not being taken to effectively arrest the practice of killing girl children then Mother India will become a motherless country. This is a sure suicidal path of getting extinct. Apart from legal recourse, prejudices against women need to be wiped out. Female foeticide has a deep root in our prejudices against women. According to Hindu myth, a deceased person's soul is liberated only when the son performs last rites. Unfortunately, this myth has influenced the minds of most Indian couples. The desire to have a male child, to obtain a ticket to haven, is still prevalent in India. This search results in a high birth rate as well as in annihilation of girl children. The latter becomes popular since rearing a child exerts monetary and time pressure on most parents. Moreover, parents fear the birth of a female child as she might cost them a fortune in the form of dowry to find a suitable boy for her. Indian couples march a step ahead of the family planning schemes by planning not only the size of their family but also the sex of its members. But the adverse sex ratio towards women will enhance all sorts of conjugal and social unrest in our country. Will a suitable Indian man get his match in this country in future? Can a one winged country survive? The question ends where the anti-Vietnam War song ends, "Oh, when will they ever learn? Oh, when will they ever learn?"

Yours,

Sujit De, Kolkata

A suggestion

Dear Editor,

I would like to request the Arunachal Times that it would be very helpful if you could make a link for latest jobs/recruitment information site, if not possible for all but at least for state jobs. As there are many students like us who are residing outside the state do not get the knowledge of Govt. job advertisements from the state in time.

And I believe, if such link is created in Arunachal Times website many people will visit your website as there are many employment seeking youth from state and looking for govt. jobs and about 90% of them really on your news front. Looking forward for such initiative from your end in days to come.

Yours’

Ensure women participation in decision making

Dear Editor,

It is observed that nowadays many women of marriageable age are postponing marriage or choose to remain single as they have realised that only economic independence can empower them. Women have come a long way in all spheres which were once considered exclusive male bastions. They are successful journalists, lawyers, pilots, astronauts; police/armed forces officers, film personalities, politicians, writers, CEOs and what not. They are competing shoulder to shoulder with men in all arenas. They want to come forward and contribute in building up new and progressive India. It is need of the hour to encourage their participation in the decision making at home, in the community and at the national level. Here's wishing 'Happy Women's Day'

Yours’

Karthik T.S.
