State cabinet decides to improve service delivery, adopt Zero tolerance against corruption
ITANAGAR, Mar 7: The newly constituted state Cabinet today decided to improve service delivery and adopt Zero tolerance against corruption.
Endorsing all decisions and initiatives taken by Governor during President’s Rule, the Cabinet decided to scrupulously implement and comply with the order for cancellation of all out of turn, officiating promotion or functional appointments.
The first cabinet meeting of the Govt chaired by Chief Minister Kalikho Pul further decided to lay primary focus on education, health, power, water supply, effective policing for upkeep of law and order, maintenance of basic essential services including roads.
In order to ensure financial proprietary, quality of execution and monitoring and non duplicacy in execution of projects, the isolated engineering wings functioning in the departments other than PWD, RWD, Forest, WRD, RD, PHED, Power, Hydro Power will be closed w.e.f. April 1st next and all engineers on deputation will be reverted back to the parent department. Issue of seniority and pay protection will be settled by a committee headed by Secretary PWD with Secretary personnel and Finance as members.
All department will ensure public disclosure of important projects so as to encourage public scrutiny, audit and accountability of expenditure, Cabinet decided.
The Cabinet further directed the Finance Department to immediately close the system of parking funds in the civil deposit so as to ensure transparency in public expenditure.
The law and order would be a priority and accordingly additional manpower of 2022 posts; 400 lady police posts, mobility 224 vehicles, TA/DA, medical and uniform allowances will be implemented forthwith. Cabinet approved for a one time grant of uniform allowances to police in the bank accounts for the year 2015-16.
Cabinet also approved for creation of 2541 posts in health department to fill the critical gap of manpower in the priority sector.
To improve the living standard of contingency/casual employees, cabinet approved to enhance the minimum salary of workers from existing Rs. 4500 to 6000 for unskilled and Rs. 5100 to 7000 for skilled worker with additional 2000 for five yearly enhancement scheme. The casual and contingency employees serving in area II shall continue to draw Rs. 600 per month in addition to the above enhanced rates, the Cabinet said.
Integrated check gates will be prioritised for all entry points with standard design as per requirement – hotel/motel, public utilities, high mast lights, telephone, CCTV, vehicle X ray, parking etc.
Thrust for agro industry with special emphasis on food processing, tea industry for economic growth and winery would be given.
Micro-hydel power policy along with non-conventional sources such as wind and solar for each major habitations would be worked out.
Cabinet decided to promote Arunachal as film destination and encourage local entrepreneurs for production, distribution and display.
Cabinet further decided to rejuvenate mines and minerals besides maintaining the roads in capital, district headquarters and all weather roads for administrative headquarters.
Cabinet endorsed the decision of CM for enhancement of stipends which is to be paid on monthly basis besides keeping fund for excursion for the colleges from May 1st next.
Cabinet decided to pay the salaries of all contractual employees under NHM and SSA on monthly basis from May 1st next.
Cabinet also approved to implement all the key policies and decisions made by Chief Minister during his 20th February 2016 Statehood day speech and during meetings with commissioners, secretaries and officers of the state government.
While issuing strictures, the cabinet asked all the secretaries and commissioners to obtain necessary approval of the resolutions passed by the state cabinet.
Shakuntala Gamlin to replace Negi as CS

ITANAGAR, Mar 7: In yet another major bureaucratic reshuffle, Shakuntala Gamlin is replacing Ramesh Negi as Chief Secretary of Arunachal Pradesh. Negi a 1984 batch Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre took over the charge of Chief Secretary from his predecessor H K Paliwal in February 2014.
Shakuntala Gamlin who is also a 1984-batch AGMUT cadre is a wife of former Chief Minister of Arunachal Pradesh Jarbom Gamlin. She is currently serving as Principal Secretary (Power) in New-Delhi. She is a post-graduate in Sociology from the Delhi School of Economics, Delhi University. She is the daughter of former Assam MP, Lalit Kumar Doley.
Sigin bridge collapses

DAPORIJO, Mar 7: The Bailey bridge over Sigin river at Daporijo on Daporijo- Ziro road has collapsed on Sunday while de-launching of the bridge was going on for its maintenance.
The bridge has reportedly collapsed due to a crack in the structure.
Fortunately, there was no report of any casualty as public were already cautioned not to use the bridge. But, inspite of that some mothers carrying children on their back were seen crossing the bridge on Monday that too at a time when it was raining heavily risking their own lives. A special precaution need to be taken by the authority to avoid any untoward incident. The bridge has been closed to all kinds of traffic for 5 days, the project manager informed; adding that re-launching of the bridge would be completed in 10 days.
Maintenance work is being undertaken by TK Engineering Consortium.
Most of the vehicles coming from Itanagar use this bridge, which also connects the district headquarters with Liruk village. The alternative bridge over Sigin near Lidu colony is also in deplorable condition which needs immediate repair along with the colony road. With inputs from DIPRO
Pasighat GH bags Kayakalp award
ITANAGAR, Mar 7: General Hospital Pasighat has bagged the Kayakalp award for adhering to standard protocols of cleanliness, hygiene and infection control practices in public health care facilities.
Chief Minister Kalikho Pul handed over a cheque of Rs. 50 Lakhs as award money with a citation to the doctors of Pasighat General Hospital in a function at CM’s conference hall on Monday.
Speaking on the occasion, CM Pul termed it as a novel initiative of Government of India to encourage better health delivery system in hospitals according to the prescribed standards and specifications apart from maintaining cleanliness and infection control mechanism.
The CM announced an additional Rs. 12.5 lakhs from the state government side as cash incentives to the staff of Pasighat General Hospital as commendation. He appealed other district hospitals, community health centres and primary health centres of the state to emulate Pasighat general hospital’s health delivery and cleanliness system.
“Work with authority and responsibility”, exhorted Pul. He also requested the Commissioner, Director Health Services and Managing Director National Health Mission, Arunachal Pradesh to carry out mandatory calibration of instruments on a half yearly basis to check the accuracy of the testing instruments used by the medical practitioners. He opined for providing training to in service doctors and technicians for the purpose in order to cut the cost of hiring or letting to outside parties. Pul also hinted for constitution of strong monitoring and vigilance committee incorporating officers from all fields for maintaining transparency and accountability. This committee would be in addition to already existing third party monitoring system in place, he added.
The CM also directed to issue orders to all the hospitals to follow the Desirable, Essential and Vital (DEV) format of storing medicines in their respective hospitals. Besides, he also pitched to adopt the First Expiry First Out (FIFO) system for medicines.
Appreciating the complaint box system of Pasighat General Hospital, CM viewed that the grievances and suggestions of the general people and patients should be discussed by a committee and addressed at the earliest. He directed for similar concept in all other hospitals across the state. He also asked the administration to conduct surprise checks and inspections to ensure smooth and effective health delivery in the state.
The programme was attended by Commissioner Health, Director Health, MD NHM, Senior Doctors and officers from DHS.
Kayakalp award was instituted in 2015 by Ministry of Health & Family Welfare, Government of India under Swachh Bharat Mission to award those public health facilities that demonstrate high levels of cleanliness, hygiene and infection control as a compliment to their efforts. Out of Rs. 50 Lakhs award money, 25 percent i.e. Rs.12.50 lakhs would be distributed to the hospital staffs as cash incentives while the remaining amount would be utilised for improvement of the health delivery services in the hospital.
The award is distributed considering performance of the hospital on facility upkeep, sanitation and hygiene, waste management, infection control, support services and hygiene promotion. A committee assesses the performance of the health institutions based on defined criteria and rate them. The hospital which achieve at least 70% in the criteria during the peer assessment process, qualify for the award. The awards for individual public health facility will be given to those that score the highest. There will be three sub categories, Best District Hospitals -in every state the top ranked district hospital will receive a cash award of Rs.50 Lakhs. Best CHC Award -in every state, the top ranked CHCs will receive a cash award of Rs.15 lakhs. Best PHC Award -in every district, the best PHC (24x7) will receive a cash award of Rs. 2 Lakhs.
In order to motivate, sustain and improve performance in facilities that score over 70%, but do not make it to the list of top two/one in a particular year, a Certificate of Commendation plus cash award of Rs300,000 for District Hospital, CHC: Rs. 100,000/- and Rs. 50,000/- for PHCs will be given.

Mithi exhorts youth to foster unity in State
ITANAGAR, Mar 07: Former chief minister and Rajya Sabha Member Mukut Mithi called upon the youth of the State to stand together and foster an identity of a unified Arunachal. He said this at the valedictory function of the 11th Inter College Youth Festival 2016 at the RGU campus on Sunday.
Expressing his concern over the way Arunachal is getting increasingly divided on the lines of communities and clans, he said that this was a moment for the youth to stand together and create a new paradigm where identities are forged as a united Arunachal, so that the State can prosper as one.
Mithi said that during his tenure as chief minister he had tried his best in bringing up the University and in addressing its needs.
“Though I am not an alma mater of RGU, I am very much eager to see the University comes up as one of the best central universities in the country”, he said.
Announcing that he would allocate a fund of Rs. 35 lakhs from the MPLAD funds for the construction of an indoor stadium in the campus, he exhorted the students to excel in every field, and said that it is in the phase as students, when one is most energetic and strong and can contribute tremendously.
At the same time, he also cautioned the student community on the unhealthy trend of involvement of money culture in student union elections in the State.
Later, Mithi gave away prizes for the various events of the festival.
Vice-Chancellor Prof. Tamo Mibang, in his address hoped that every one of the participating students had garnered new ideas and knowledge from the three-day event. He encouraged the students to discover their own individual futures and said, “Each one of you must share with friends in your own colleges whatever experiences you have gained from the youth festival- as the exchange of ideas and knowledge is a tool for the betterment of the society as well as for the students community.”
The University, with the support of the RGUSU, has been doing its best to promote and provide a space where the students could share talent and knowledge.
With students from 19 colleges participating in over 17 events in art, music and literary disciplines, the ICYF was a unique opportunity for the RGU’s affiliated colleges to come together in a spirit of camaraderie and solidarity. The RGU, who played host this year, put together the mega event through the untiring efforts of the various committees and the support of the RGUSU and university students, supervised by the Organising Committee.
Dera Natung Govt College walked away with the trophy for the Best Team while Don Bosco College, Itanagar and Saint Francis De Sales College, Aalo came in second and third, respectively. The Best Disciplined Team award went to the team from St. Claret College, Ziro.
DC serves notice to unauthorized occupants
AALO, Mar 7: West Siang Deputy Commissioner Pige Ligu has served notice directing all individuals who have erected structures like RCC buildings and wall, fencing, semi permanent buildings within the notified road-width/Right of Way (RoW) from Gumin Nagar (water tank) to Medical Complex road within Aalo township as well as Medical Complex to near-Police Station Aalo via Hikar Gumin and Bogdo to remove such structures within 15 (fifteen) days and vacate such unauthorized occupations from the date of issue of this notice. In the event of failure to comply with this order, eviction drive shall be carried out by district administration after the expiry of the stipulated period and the cost of eviction shall be borne by respective encroachers, the order read.
The step has been initiated in view of the growing number of unauthorized structures being found erected within a distance of 4.5 mtrs (both side total is 9 mtrs) from centre line of the said road as per ground cross verification report furnished by Land Management department. On verification of government allotment records, the allotted plot shall be at a minimum distance of 6 to 12 mtrs from the centre line with a RoW kept at 12-24 metres.
According to the government notification No.DUD/10/99-2000/9771-77 dated Itanagar, the 23 June, 2001, the required minimum road width/RoW of road connecting Gumin Nagar (Water Tank) to Medical Complex, Police Station to Bogdo village via DC Office road, ADC bungalow, Upper Colony and Bogdo village to water tank via Hikar Gumin road is 9 mtrs, it added. Public demand immediate resumption of Ita-Kimin bus service
ITANAGAR, Mar 07: The Panchayat leaders of Kimin and All Kimin Youth Welfare Association (AKYWA) have urged the Arunachal Pradesh State Transport Department to immediately restore the daily bus service between Kimin (Hawa-Camp) and Itanagar.
They informed that due to abrupt suspension of the daily bus service since last 4 months, the general public, students and govt employees of Kimin sub-division have been facing lots of hardship.
Anchal Samiti Chairperson Tarh Yanu criticized the State Transport Department for not being able to provide a bus to a SDO Headquarters with huge population despite repeated request from local panchayat leaders.
She also informed that accommodation facility was provided free of cost to the staff of the bus at Hawa Camp by public for continence and regular bus service. Inspite of that the bus service has been withdrawn without any reason and prior information to the public, she said.
The panchayat leaders have urged the department to provide a new bus on Kimin Itanagar route immediately.
Meanwhile, All Kimin Youth Welfare Association (AKYWA) has threatened to launch 12-hour Kimin bandh on March 20 if Arunachal Pradesh State Transport Department fails to resume the bus service within 10 days.
Need to create durable assets under MGNREGA stressed
ROING, Mar 7: Commissioner of Rural Development & Panchayat, Indra Mallo has stressed on the need to create durable assets under MGNREGA and directed the Project Directors and BDOs of Lower Dibang Valley to complete uploading of Indira Awaas Yojana (IAY) data on Awaas-Soft, an e-Governance solution for the said scheme at the earliest.
The Commissioner, who is on a three-day tour of the district from Mar 3 last to take stock of the status of various Rural Development schemes in the district was addressing a meeting convened at the office chamber of Roing DC with the HoDs of various departments, PSUs and other private companies to review the progress of works under Sansaad Adarsh Gram Yojana (SAGY). She also reviewed the progress of works under MGNREGA and IAY Awaas-Soft and directed all departmental heads to expedite the works in time bound manner.
She also visited SAGY Village, Mayu-II and Kera-Ah-Aati Village at Roing adopted by the Rajya Sabha Member, Mukut Mithi to take first hand information of progress of works in the Adarsh village. While interacting with the villagers, she appealed the people to take active part and to co-operate in the efforts of the departments to make the village into a model village.
The Commissioner also inspected village internal roads constructed under MGNREGA at Koronu and Bishmaknagar Gram Panchayat Segments under Koronu Circle besides, various rural development programmes being implemented under MGNREGA and IAY under Parbuk Circle.
She was accompanied by DC incharge Ruchika Katyal, ZPC Sipi Elapra Linggi, DRDA Project Director Tage Tago, PRI leaders, BDOs and other officials. (DIPRO)
Pul emphasises for adopting Swachh Bharat Mission
ITANAGAR, Mar 7: Chief Minister Kalikho Pul today appealed the people to adopt Swachh Bharat Mission with a sense of responsibility and not to treat it as mere government programme.
Speaking to the students of Dera Natung Government College, during an event to flag off walkathon on Swachh Bharat Mission, the Chief Minister said the mission for cleanliness should not be limited only to occasions, but must be imbibed in our daily life.
Appreciating Prime Minister Narendra Modi for the Swachh Mission, Pul said, “Due to Modi’s rigorous campaign on cleanliness, there is a growing awareness in the country – the success of which can be seen in the streets of New Delhi. Today, the city is much cleaner and safe to live.”
On similar line, the Pul said he too wants to lead the mission on cleanliness in the state so that he can motivate people to take part in such exercises.
Lauding Governor JP Rajkhowa for initiating a successful cleanliness campaign in the capital city during the President’s Rule in the state, Pul said, “If we were able to achieve cleanliness during President’s Rule, then why not now? Why do we require the authorities to impose the responsibilities which are ours?
“We cannot always look towards Governor, chief minister, chief secretary or deputy commissioner to help us. This city belongs to us and it is we the people who have to take the initiative first,” Pul said.
To make the cleanliness campaign a success in the capital city, the Chief Minister informed on series of measures to be taken on urban revamp with special emphasis on maintaining public hygiene.
He informed that he would personally monitor the work performances of municipal and urban authorities, and said they should expect surprise checks even during late hours.
“If there are shortages of manpower, machineries and resources, convey to me. I will take immediate action to address it,” he affirmed.
Speaking on preventive healthcare, Pul said cleanliness is the best form of prevention. He particularly stressed on water, sanitation and hygiene and called for proper toilet facilities to prevent open defecation.
He disclosed that the capital city will be fully equipped with public toilet complexes in major public places on 'pay-and-use basis', with separate toilet facilities for men and women.
The CM also stressed on due importance for maintaining cleanliness in public places likes schools, colleges and hospitals.
Governor, CM greet all on International Women’s Day
ITANAGAR, Mar 7: The Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Kalikho Pul have extended warm greetings to the people, particularly women across the state on the occasion of International Women’s Day.
The Governor, in his message expressed hope that the Day, which is observed throughout the world, will create more awareness on eradicating the menace of female foeticide, universalizing the education of girl child, women empowerment and their rights and duties. The Governor said that the overall empowerment of women through autonomy and the enhancement of their political, social, economic, educational and health status are imperative to achieve a real and sustainable human development in any society. “Today, we need to focus more on the uplift of rural girls and women, differently-abled girls and women through removal of hindrances and proper application of wisdom, besides spiritual, sports, holistic health, skill development and sustainable environment friendly approach.”
The Governor wished that the Arunachal Pradesh Commission for Women, other Non-governmental organisations working for women and all the members of the teaching community and the civil society as a whole would continue to play a key role in facilitating inter-agency cooperation on gender equality and empowerment of women, with special emphasis on education, training, skill development, enterprise development and health etc.

Governor, CM caution against rash driving
ITANAGAR, Mar 07: Governor JP Rajkhowa has cautioned the youth of the State against reckless and rash driving.
Expressing sadness over death of Anthony Koyu and Pradip Gwala in a road accident on March 5, the Governor called upon the parents, guardians and elders of the society to advise their wards and youth against rash driving.
He also advised the Police Department to take necessary action to restrain speed in the highway and check bikers riding two wheelers without wearing helmets and under the influence of alcohol.
During his recent visit to General Hospital, Pasighat, the Governor found two young indoor patients of bike accidents, who were without helmets at the time of accident.
The Governor wished for speedy recovery of the injured ones.
Chief Minister Kalikho Pul has also expressed shock over the death of the two youngsters and shared his pain with the family members of the deceased.
He instructed law enforcing agencies to check rash driving which according to him is one of the prime reasons for motor accidents. He appealed youths to restrain from playing with machines and requested elders to guide their children.
Rajkhowa suggests measures for improvement of facilities in guest house
ITANAGAR, Mar 7: Governor of Arunachal Pradesh JP Rajkhowa inspected the Arunachal Airport Guest House at Guwahati on Monday and suggested measures for improvement of facilities in the guest house.
The Governor said that there was lots of scope for improvements including reinforcing of the boundary wall, renovation and beautification, interior infrastructural refurbishment through redoing and painting of walls, floor works, redoing of shabby electrical fittings in proper and complete manner, changes in other ancillary structures etc.
The Governor observed that there was a lack of maintenance on the part of both the government officials and the house owner. He hoped the matter would be resolved soon.
The officials informed him that there were only three employees for the guest house which is functioning round-the-clock throughout the year. They requested for an increase in the workforce at various levels of the establishment.
The Governor suggested the accommodation providers not to ignore the hygiene/cleanliness that will meet the guests’ expectations.
The Governor advised for setting up ‘Arunachal Information Centre’ by creating a separate room for providing first hand information to the visitors from outside. The Governor was accompanied by State Government officials. PRO to Raj Bhawan
Nyokum Festival-2016 at Seppa creates far reaching impact
ITANAGAR, Mar 07: As per the survey conducted by The East Kameng Social Welfare Cultural Organization (EKSWCO)’s Research Cell, the establishment of Helpline Centre at Festival ground, putting up of VIP Lounge, public toilet system, well decorated VIP gallery and above all the mind blowing live performance of Indian Idol star Prashant Tamang and singers from Assam made this year’s Nyokum Festival at Seppa unique and different from other places, said EKSWCO Chairman Kya Safar Pao in a statement on Monday.
“This year's modus-operandi for organizing the festival was completely unique and to the utter satisfaction of all and sundry. People's turn up including domestic and foreign tourist during the festival period got a quantum jump comparing the earlier years,” the EKSWCO Chairman said.
Pao asserted that though the Nyokum festival is an agricultural festival meant to invoke the deities for rich harvest and economic prosperity, this time with pondering creativity of the chairman and secretary of the committee, the festival got off more like a tourist oriented event apart from showcasing and maintaining the aged old rich culture, custom and traditional rituals.
“The voluntary participation from members of all five communities residing within the territory of the East Kameng district was encouraging. The magical presence and participation of members from religious groups compelled everyone in the festival ground to imbibe a sense of unity in diversity. Such trend if allowed to practice will spread a far reaching impact and a piece of exemplary message for communal harmony,” Pao hoped.
Hailing the entire committee members for successfully organizing the festival, the EKSWCO chairman also informed that they have decided to recommend the Central Nyokum Yullo Committee for awarding this year's Best Nyokum Yuilo Celebration to Yangfo and his team.

Colorful cultural progammes mark Unying Aaran
ITANAGAR, Mar 7: Colorful cultural programmes like Bari and Tapu dance marked Unying Aran, the oldest festival of the Adi community commemorating the arrival of spring season, celebrations at Naharlagun on Mar 7 amidst much merriment and traditional gaiety.
Greeting the people on the occasion, Director of Horticulture, Jombo Ratan called upon the society to endevour to preserve their traditional identity. He advised the young generation of the community to lead them in promoting the cultural values of the people.
Also present on the occasion was Dr Biman Natung, who while speaking on the theme of ‘Conflict between tradition and modernization’, cautioned against dangers of globalization and modernization on tribal cultural values including their language. He urged the people to put in efforts to preserve good values of the society and work together with other tribal groups to strengthen their respective culture.
Earlier, folk singer and expert on Adi tradition, Aying Perme narrated the mythology of Unying Aran and said that the New Year festival symbolizes happiness, prosperity and peace for entire societies. Festival celebration committee president, Dr Kaling Darang also spoke on the occasion. (DIPR)
Arunachal ends NE Games campaign with 39 medals
ITANAGAR, Mar 07: Arunachal Pradesh concluded their camaign in North East Games-2016 with 4 Gold, 15 Silver and 20 Bronze medals. The State finished overall fifth in the Games which concluded in Imphal on Monday.
Christina Tayeng won a bronze medal in Weightlifters in women’s 69 Kg category on the concluding day on Monday.
The women’s badminton team comprised of Pinky Karaki, Laa Yajum, Tania Yasap and Kenpi Karga had to be content with Silver medal after it lost 2-3 to Manipur in the final last night.
Earlier on Sunday, the men’s badminton team beat Assam in the third place decider and won a bronze.
The badminton players could have contributed more medals to the State’s total medal counts had the organizing committee included (badminton) individual events in the Games.
It is pertaining to mention here that the shuttlers from the State had won eight medals, including three gold, three silver and two bronze medals in the first and previous edition of the Games held here in December, 2014.
The State had finished overall runners up with 31 gold, 20 silver and 24 bronze medals behind champion Manipur in that Games.
CWSNs bring laurels to State
ITANAGAR, Mar 07: The Children (Students) With Special Needs (CWSN) under Papum Pare brought laurels to the State by performing brilliantly in the recently concluded 1st Regional Sports Meet organized by Shishu Sarothi in collaboration with National Institute for Empowerment of Person With Multiple Disability (NIEPMD), Chennai under Ministry of Social Justice & Empowerment. The Meet was held at Saru Sajai Sports Complex, Lokhra, Guwahati, Assam. From March 2 to 6.
The quartet of Teli Takam, Teli Kuku, Tatar Hemi and Taba Bagang won gold medal in 400 M Relay Race. In 50M Race, Teli Kuku won the Gold while Kipa Atu Fider bagged the silver medal in the race.
The pair of Teli Takam and Gollo Yani won gold medal in Badminton Mixed Double.
Anand Bagang won a silver medal in Wheel Chair Race and Gollo Yanye won a Bronze in 100 M Race.

Bodybuilding team leaves for National Bodybuilding Championship
ITANAGAR, Mar 07: A team of bodybuilders from the State left here on Monday to take part in three-day 9th Senior National Bodybuilding Championship and 4th Men's and Women's Physique Sports National Championship beginning at Raigad in Maharashtra from March 11.
The team led by Arunachal Body Builders Association (ABBA) secretary Isaac Debbarman, includes Mr. India (Jr.) Nishu Konia, Raj Thakuri, Gaurin Doley, Nabam Abo and Paklu Tapipodia, said ABBA president Abraham K.Techi, adding Taipodia would be first Arunachalee woman to take part in any bodybuilding event.
Paklu is younger sister of Pakjar Taipodia, who is the first Arunachalee women to represent India in USA, Brazil and Egypt competitions.
The championships are being organised by Indian Body Builders Federation in collaboration with Maharashtra Body Building Association where about 500 bodybuilders are expected to take part, Techi added.
Man arrested for alleged rape attempt

DAPORIJO, Mar 7: A twenty-eight-year-old man was arrested by Daporijo Police for allegedly attempting to rape a 13-year-old girl at Gerchi Colony here on March five.
Taking the chance of absence of family members in the house, the alleged accused attempted to commit rape on her while she was looking after her younger brother.
The girl, suspecting foul play, ran away from the house to evade the alleged sexual assault, said the parents in their complaint letter to Daporijo Police.
A case has been registered at Daporijo Police Station against the alleged accused under section 448/354 of IPC.
Fourth interface meeting of Yak rearers concludes
ITANAGAR, Mar 7: Scientists, professors and officials of Animal Husbandry departments from different yak rearing states like Himachal Pradesh, Sikkim, Jammu & Kashmir and Arunachal Pradesh besides, yak rearers (Brokpas) took part in a three-day long ICAR-NRC on Yak, Dirang conducted Fourth Interface meeting on Holistic approaches to sustain livelihood of yak rearers through scientific interventions in India, which concluded at Dirang on Mar 5 last.
The inaugural session was chaired by Director of the institute, Dr. S M Deb. Former Director of the institute Dr. K. K. Baruah, Dean, College of Veterinary Science, Guwahati, Dr. R N Goswami and Principal Scientist and Station-In-Charge (Rtd.), ICAR- IVRI, ERS, Kolkata, Dr. Asim Sikdar also attended the meeting.
During the three-day programme, Scientists from ICAR-NIRJAFT, ICAR-NRC on Pigs and Assam Agricultural University held six technical sessions involving various aspects of yak husbandry for the benefit of the yak rearers.
Later, the participants were also distributed basic equipments for yak rearing.

State Legal Services Authority conducts awareness prog for LGBTs
ITANAGAR, Mar 07: The Arunachal Pradesh State Legal Services Authority as a part of the national plan and policy of National Legal Services Authority to reach out to the LGBT persons organised a brief consultation cum legal awareness at a city hotel,Naharlagun on Monday.
The role of the Legal Services Authority and how it can help and provide guidance and other assistance to the members of the LGBT community as well as the judgement of the Supreme Court passed in the interest of the community were discussed during the programme.
The members of LGBT raised various issues, including harassment meted out to them and the difficulties they face to find jobs.

Society appeals for induction of Galo representative in Pul’s cabinet
ITANAGAR, Mar 7: The Galo Welfare Society has appealed to the Chief Minister to induct a Galo leader in the council of ministers.
Stating that the Galo community has been equal contributors in the development of the state, the GWS said inducting a Galo representative in the cabinet will address the issues of the community and invite larger participation from the community in all developmental activities.
It further added that the leader may be chosen based on capability, loyalty and commitment, one who can be relied upon to lead the society and community in right direction.
AAPPTF calls for proper implementation of MMSVY
ITANAGAR, Mar 07: The All Arunachal Pradesh Public Transport Federation (AAPPTF) on Monday submitted a memorandum to Chief Minister Kalikho Pul demanding proper implementation of Mukhya Mantri Seema Vikas Yojna (MMSVY) in the state.
The federation in its memorandum stated that as the MMSVY has been introduced in the state with a view to generate employment for educated youths of the rural areas by providing subsidy for purchase of vehicles for certain routes but the mode of selection of the beneficiaries was a big lacunae in the scheme.
“As provided under the scheme, the beneficiaries of the respective districts are to be selected done by a Board chaired by the DC concerned as Chairman and comprising of local MLA & local administrative office i.e. ADC/SDO/CO/DTO. It is apparent from the past that the selected beneficiaries are mostly the kiths and kin of influential people, who in connivance with the Board get their relatives chosen. By doing so, the genuine beneficiaries of the scheme are overlooked and the scheme does not reach the intended persons, who hail from economically weaker section of the society,” the AAPPTF wrote in its letter.
Alleging that the selection procedure of the previous scheme has been continued in today’s date as well which is against the very objective of the scheme, AAPPTF opined that the constitution of the Board should be changed and the new Board should not comprise of any political figure. “Instead of the Board selecting beneficiaries which amounts to pick and choose, it should be rather done on the basis of a draw and after selection and before delivery of the vehicle to the beneficiary, the name of the scheme should be painted on the body of the vehicle as in done in Assam rather than putting sticker which can be easily removed,” the letter further read.

CoSAAP urges Govt. to redress pending demands
ITANAGAR, Mar 07: The Confederation of Services Associations of Arunachal Pradesh (CoSAAP) has appealed to the Kalikho Pul-led State Government to redress all the pending demands of the employees, which included implementation of FR 56 pertaining to retirement age, grant of Transport Allowance, Children Education Allowance, LTC as per all India norms, Medical Attendance Rules as per Govt. of India, grant of adhoc bonus for non-gazetted employees which was last paid during 2004-05 and review of the lateral Entry System in APCS (EG).
Further, CoSAAP urged the authority to deploy sufficient security personnel in the department offices, especially in works departments so that the officials can perform their official duties smoothly without any pressure from supply work seekers.
Fulfill assurance, demands ASM
ITANAGAR, Mar 7: Anchal Samiti Member of Tigdo Panchayat Akin Tayum has drawn the attention of Papum Pare DC towards unfulfilled assurance of the actual land donors of district headquarters Yupia.
In his memorandum, he expressed disappointment that despite of the assurance given during the establishment of the district headquarters, that the land donors will be provided with Group C and D, contract/supply works and free land allotments and trading licenses, the assurances were never fulfilled.
He also claimed that there is no proper demarcation between district headquarters Yupia and the villages with no proper amenities whatsoever.
Call for regularizing service
ITANAGAR, Mar 7: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has demanded for regularizing of its service.
In its memorandum submitted to the Chief Minister, the Association claimed that the AR department has approved extension of the service of contractual staff till March 31 2016.
KKSU calls for stern action against assaulters
ITANAGAR, Mar 7: The Kargu Kardi Students Union (KKSU) has called for stern action against the assaulters of SSA teacher Toni Gamlin and his wife. The victims who are now recuperating at Likabali hospital were attacked by unknown miscreants at Kulajan, Silapathar Assam on Friday while on their way to Itanagar from Aalo.
Also informing that the victims’ car was also damaged during the attack while valuable belongings including cell phones were also snatched away, the union urged Chief Minister Kalikho Pul to take up the matter with its Assam counterpart and initiate action against the miscreants.
AYO serves ultimatum
ITANAGAR, Mar 7: Arunachal Youth Organization (AYO) has served an ultimatum of 5 days for implementing Governor’s order on cancellation of all officiating or functional appointments and the promotions made on ‘out of turn’ basis.

AKDDSU seeks a minister
ITANAGAR, Mar 7: The All Kra Daadi District Students’ Union (AKDDSU) has appealed for inducting a minister from Kra-Daadi and Kurung Kumey districts.
In its letter to the chief minister, it claimed that both the districts have no proper infrastructure and facilities.

ITANAGAR, Mar 7: The Students’ Union of Tadar Taniang Govt College, Nyapin has appealed that the college should continue to run at the present location. The union wrote to the higher and technical education in this regard.
It said that the current location is well connected and has all the facilities; it also claimed that the area is also free from natural calamities.
Continue engineering wing in non-engineering depts: AAPUEA
ITANAGAR, Mar 7: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) on Monday appealed to the Chief Minister to continue the engineering wing in departments like Education, Tourism, Sports, Rural Development, Panchayat, Science and Technology and Cooperative Society etc.
Expressing apprehension that new government is allegedly mulling over to discontinue engineering wing in mentioned departments, the association stated that discontinuation of engineering wing would aggravate the unemployed situation. It also informed the Chief Minister that there are more than thousand unemployed engineers who are looking for job. It further appealed to the CM to reconsider the decision taken if any for the well-being of unemployed engineers.
AACS reiterates demands
ITANAGAR, Mar 7: The Arunachal Anti-Corruption Sena (AACS) on Monday in a memorandum to the Chief Minister reiterated its demands for immediate setting up of Lokayukta Court and Lokayukta Committee in state. Claiming that Rs 6852.59 crore under various Central Sponsored Schemes during the 2013 to 2015 was allegedly mismanaged, Anti-Corruption Sena also demanded for CBI inquiry.

Clarification
With reference to the eighth paragraph of the “Monday Musing” published on Monday, March 7, 2016, it has been clarified that only Anpum, Bijari and Kalapani areas under Dambuk subdivision are involved in illegal poppy cultivation while the rest areas of Dambuk have nothing to do with the illegal cultivation.

Especially the slow progress of 1,559 km Trans Arunachal highway is matter of deep concern for everyone. The highway extends from Tawang in the western part of the state to Kanubari in the east. Though project was announced in 2008 it has made very slow progress. Other infrastructure projects like green field airport, assembly and secretariat buildings are also progressing in snail pace. Central government should interfere and push for early completion of these projects.

On International Women's Day, all of us, irrespective of our gender, should zero in on foeticide and infanticide of girl children for our own survival. Many girls are being killed either in the womb (foeticide) or in the cradle (infanticide) in our country that reduces the number of female to 940 against 1000 male (2011 census). Can we find out the number of murdered girls?
Women outnumber men in North America, South America, Europe, Australia and many countries
